Free administration
The provider helps set up and fix the server — at no extra cost.
A VPS is usually a bare server: everything on it is your concern. Some providers include help from their admins in the plan: install software, move a site, sort out an error.
The scope differs between providers — “basic administration” rarely covers tuning your code. Ask the provider what exactly is included.
